Testing it, it should be fine if you get rid of the second half. Are you sure the cell references are correct? Some cells might be looking at the day, month, or something instead of the hour.

I have “=COUNTIFS($A$1:$A$2401, ”=" & $AN)", where N is the same row that the cell with this function is. I have the A column filled with the hours, so should I pick a different column?
