Testing it, it should be fine if you get rid of the second half. Are you sure the cell references are correct? Some cells might be looking at the day, month, or something instead of the hour.

The $ prevents the column or row from changing when you copy the formula into a different place. E.g if you copy A1 one cell to the right, it will change to B1, but if you copy $A1 it will remain $A1.Copying A1 down a row and to the right will change it to B2, but copying A$1 will just change it to B$1.

If you click on a couple cells, I would make sure the highlighted selections match what you would expect.
