That didn't come out for another 2 years. Donkey Kong 64 was one of the first games that required it, and that came out in 1999

Pretty sure Ocarina of Time came out before DK 64.

OoT didn't use the expansion pack (in any released version), majora's mask was the game that used the expansion pack.
